Zell received city rights probably in the late 13<sup>th</sup> century, and became a possession of the Archbishops of Trier in 1332. Until 1794 the city was part of the [[Trier (State)|State of Trier]].

The composition of the arms appears already on the oldest known seal of the city, dating from around 1400. The cross is the cross of the [[Trier (State)|State of Trier]], the crossed keys are the symbol of St. Peter, the patron saint of Trier. In the late 15<sup>th</sup> century the composition was placed on a shield and the arms have not changed since.
